The default Plotly chart configuration does not contain a 'b' key and
 attempting to remove that key throws an exception which bubbles up to a
 generic error message displayed to end users and no chart.

Also made sure large counter values are returned to Plotly graphs in
full resolution.

The report_id values are duplicated between multi and single building
reports, so we need to force a refresh of the ui even if the value
hasn't changed.

- Change custom report url to use reportID
- Improve display on custom report list
- Change the plotly div to a html flex container so that it will allow
the height to resize

Wrap long text, thinner dotted line, etc.

Add timeline annotations to the building model and display them on the
timeseries chart.

Convert histogram, hourlyprofile and xyplots to use plotly instead of
highcharts

Modify the timeseries plot routine to use Plotly instead of Highcharts

Added appropriate controls list and UI features to each chart.  Changed
Coffeescript code to read the data attributes from the selected chart to
configure the UI.

Also, darkened color for time series shading.

Also better addressed timezone identification for the chart.

Had to change JavaScript file names to ensure cached files are not used.
Also changed occupied shading color for Time Series graph.

Code has not been revised yet in the files to address the new structure.
