Added a 'resolution' parameter to the is_occupied routine to accomplish
this.

This commit does not implement the code for the parameter.

Changed indexes on weekday dictionary, plus some general code cleanup

Fixed datetime.weekday call to correctly map to schedule dictionary

Added an IPython notebook for testing of the schedule.

Will need this when graphing daily averages to identify which days are
occupied and which days are unoccupied.

The schedule.py class should now be functional, but doesn't yet have any
error handling and needs further testing.

Will need this when graphing points that are daily averages.  We need to
split those points into occupied and unoccupied days.
